Problem with STRING Localization Files in Skyrim

Hello

My problem is, that I get a CTD on Start-up, but only if I use the english STRING files for Update.esm. I have no problems with starting the game, if I replace them with the german ones.

I'm using MO.

Update.esm is colored red in WryeBash and has the Warning:

"Plugin is missing String localization files."

When i scan Update.esm in TESVEdit for errors, it gives me this:

"[00:00] Checking for Errors in [01] Update.esm

[00:01] [iNFO:000DA25A] ('No doubt requesting to garrison his men in my castle. How many times must I deny him?' in GRUP Topic Children of CW03BalgruufTopic "I have an important message for you." [DIAL:000DA228])

[00:01] INFO \ Conditions \ Condition \ CTDA - \ Parameter #2 -> <Warning: Quest Stage not found in "CW03 "Message to Whiterun" [QUST:000D661C]">

[00:01] [iNFO:000E40AD] ('Did he now? The man is persistent, I'll give him that.' in GRUP Topic Children of CW03BalgruufTopic "I have an important message for you." [DIAL:000DA228])

[00:01] INFO \ Conditions \ Condition \ CTDA - \ Parameter #2 -> <Warning: Quest Stage not found in "CW03 "Message to Whiterun" [QUST:000D661C]">

[00:03] All Done!"

I have redownloaded the files several times.

LOOT doesn't give any errors.

Google was also really useless with this problem.

Thanks for any help in advance.

Edit: Maybe it could be because, when I cleaned the files, the game was In german, as I forgot to change the language.

Maybe the update.esm doesn't recognize the english string files? Could that be? I'm no programmer, so I don't know.

Edit2: Tried cleaning the backup with the game in english, didn't work.

Edit3: I also didn't f*#@ up the TESVEdit cleaning. Still crashes with uncleaned file. Problem are the english Update.esm STRING files.

Edit4: The proof that this is not caused by a mod:

0 0 Skyrim.esm

1 1 Update.esm
2 2 Dawnguard.esm
3 3 HearthFires.esm
4 4 Dragonborn.esm
I present: my nonexistent load order.
