Do you think that any mods in my load order would make the game act like this? Because from what I see, none of my mods affect physics or horses. What do you think?
Also, the horses started running when they got near the gate, as if they got attacked and are doing the NPC-like "please! don't kill me." and get as far away from the player's view as possible.
I tried BethINI, also tried iPresentInterval=1 and it didn't work. Also, for the iPresentInterval in SkyrimPrefs.ini, do I have to put it in somewhere specific? because I put it in this part of it
[MAIN] for people that can't see the image

So, I really need help with this, and I will personally thank you and praise you if you actually fix my issue! Anyways, thanks to whoever tried to help me before, I appreciate it!

SkyrimPrefs.ini is the wrong place for IPresentInterval. For proof, Google iPresentInterval:

 

iPresentInterval has no affect when placed in the SkyrimPrefs.ini. It belongs in the Skyrim.ini file under the [Display] section. In other words, when setting iPresentInterval=0 in SkyrimPrefs.ini, there is no impact, but doing the same in Skyrim.ini disables vsync.

 

Aside from that, I can't see any mods outright that would cause that. What is your FPS? If it is higher than 60 you'll get flying pigs and such. You gotta limit it to 60 or below.
