TurtleTy
When i arrive to Sanctuary at the end of "when freedom calls" Preston runs through some dialog about how i lived there and then at the end he says he's glad to have me in dialog mode with no dialog to complete the quest. I've seen someone with this same issue who hasn't resolved it on another forum. I haven't run into the pines or whatever they're called yet and i've tried using console commands to recycle Preston (even myself). I've tried the remove faction cc too but it didnt make a difference. Does anyone know of any mods that conflict an npc like preston? Any help is greatly appreciated! Crosstieger
You can always try to advance the quest via the console. setstage 001a001c 1000 http://fallout.wikia.com/wiki/When_Freedom_Calls

Crosstieger
The Minuteman questline is one of the most bugged questline in the game. Completing When Freedom Calls should lead to three quests: The First Step, Sanctuary and Jewel of the Commonwealth. Try starting these quests using the console: Setstage 0011b36e 50 (The First Step)Setstage 0005dee4 220 (Sanctuary)Setstage 000229e5 10 (Jewel of the Commonwealth) But I have the feeling that once you used setstage you always have to use setstage... Xilni
You can always try to advance the quest via the console. setstage 001a001c 1000 http://fallout.wikia.com/wiki/When_Freedom_Calls I've been getting the same issue relating to Preston Garvey's dialog going blank after "Anyway, I'm glad you're here" while trying to turn in When Freedom Calls. I tried this command but then when I speak to him he still tries to have that same conversation with me and it once again gets stuck with the blank conversation. I'm worried it may have to do with the fact that I completed Nuka World (all the park, 8 raider settlements, open season), but I was under the impression if I completed Open Season before even meeting Preston that it wouldn't be an issue with dealing with him. jjb54
A fellow FO4 player, was having issues as well. The first question I asked, " Do you have any NPC mods that change their interaction or A.I. ? " Yes - he had Smart Companions. When he disabled that, the problem went away. I also had another with some issues with the FO4 Amazing Follower Tweaks. So, the bottom line: If you have any Companion Mods, check with those first. Try disabling and see what happens. In some cases you might have to restart the game ... as sometimes Scripted Mods " don't let go without a fight ". ;)
Xilni
So didn't end up being a companion problem. Followed this advice and it worked. Turns out it's not enough to complete Open Season, you need to reverse the raider settlements and repopulate the settlements.
Crosstieger
So didn't end up being a companion problem. Followed this advice and it worked. Turns out it's not enough to complete Open Season, you need to reverse the raider settlements and repopulate the settlements. You had raider settlements in the commonwealth? If yes, then sure - Preston won't talk with you. If you "convert" a settlement to a raider one this will lock up Preston.
