RitualBlack
You can always check game integrity on steam. It will locate whatever files you are missing and reinstall them.
expandthis
Some kind of bug causes that not to work because something with windows 7 and permissions. Pleease im considering going to the computer store and just get a hard copy and say screw steam. Bethesda deserves it
RitualBlack
The hard copy uses steam anyways (I have a hard copy). I have never heard of such a bug because it is all done through steam the same way that a game is downloaded. If for some reason steam will not let you download try either running it as admin or disable UAC for the time it takes to download it. (+sharing the games sound files are just as illegal as the sites you would download it from)
