Nuka-World: How to add new raiders to my outpost?

My raider outposts only have a population of 3.

 

In vanilla settlements, getting more settlers is fairly straightforward. Set up a recruitement beacon and watch as the settlers come in.

 

Or, if I'm feeling lazy, I can just do the console command "player.placeatme 20593 1." I even have a one-line batch file called "FreeSettler," so I can quickly and easily use that console command without having to remember the numbers!

 

But I can't seem to figure out how to increase the population of my raider outposts.
