Enchant problem: only with Lunari

I love the lunari race, but I have a problem.
My enchant level is quite high 90+. Now 100
If I enchant a daedric wrath for example, it comes out as 76 damage??

Wrath is Legendary.
Doing the identical enchant with a Ningheim or Nord gives me 200+.
I am using the latest 1.7 version.
I find this quite peculiar as Lunari have quite a boost to default stats.
Any help appreciated

 

I checked and dark elf, epic and altmer give similar results. Only Lunari seem to be unable to receive reasonable enchant levels.

Is this a known symptom? In the example above I was using a chaos enchant. So figures are about right.
