Dragon Rising Wont Start

Using Old Skyrim with the "Alternate Start - Live another Life" mod as my start. I followed the quest line for the Imperials up until the point where im supposed to get the Jarl's help, but first he wants me to "deal with that dragon". Ive returned the golden claw, and the stone to the court wizard but neither the scout from the watchtower or Irileth shows up to lead me over to the tower.

Ive used that "prid" command to see where Irileth is, but she literally doesnt exist. Spawning her doesnt work as she just sits there and doesnt give any dialogue, and the dragon doesnt spawn at the watchtower if I go there by myself. The only partial solution I found was going into the console and putting "setstage CW03 20" which "completes" the quest and results in the Jarl giving me his axe. What I dont know is whether or not dragons will still spawn if I didnt kill the first one at the watchtower.

Any suggestions?

Also, Delphine wont talk to me either, she just sits hunched over the court wizard's desk and just says "I have nothing to say to you".

 

I also wasnt able to spawn the named dragon that appears at the watchtower, but removing the "Diverse dragon collection" mod fixed that. Using that, and the console, I was able to "complete" the "A Message to Whiterun" quest, but despite that, dragons wont spawn in the wild or at their mountain temples.

 

I mostly have mods that add weapons, armor, aesthetic options (hair, eyes etc.), and some graphics mods including realvision enb. Also have expanded towns and villages. Could really use some help.

I can complete the quest by forcing it with "completequest mq104", then forcing mq105 to start (the "talk to the greybeards" quest), but I dont know if this will still enable random dragons to spawn in the wild. So far after doing this, I traveled back to one of the dragon shrines and nothing appeared there.

 

Ive tried respawning Irileth inside Dragonsreach, then forcing mq103 to complete, but she still doesnt run inside to tell the court wizard of the dragon attack.
