Patrols, more content that add vigilant of Stendarr in game, so lack so far on nexus about this great faction.

It's actually an amazing quest mod , and if you've never played it , you really should , but you can get it for just the little base

I've never played that mod , but it's rather popular , and adds a few new quests

I've never played this one either , but I recall seeing people heartily recommending it , and it's really popular as well

 

as for patrols , there are quite a few mods that add more npcs , but I'm not sure if they add vigilants at all , but if they do , they also add other types , so I can't recommend any specific mod for just more vigilants
