SSE Perk quests

I think it's a bit weird that when you gain a perk you immediately learn how to do it.

What if you make it so that instead of gaining a perk you gain a quest on how to learn that perk.

 

Here is some suggestion on perk quests:

 

Blacksmithing: You search for different blacksmiths in skyrim that can teach you how to smith a elven armor. Could also be you need to find this book to learn dwarven smithing.

Magic: You need to learn from the mages in the college of Winterhold.

Speech: Learn from different merchants or from the bards college.

Weapon and armor: Learn it from the different powers from skyrim (imperials, stormcloaks, dawnguard, dark brotherhood etc) depending on your affiliation.
