Throwing my hands in the air, Oblivion crashing outdoors no matter what

I want to play Oblivion again, but I can't do it when it crashes while wandering the countryside. This is especially noticeable after having been in a town for a while, or a dungeon. It does not crash while in dungeons or towns.

 

First I want to say I've read every FAQ and readme imaginable. My computer is Win10, i7-6700k, 16gb ram, gtx 980 ti, game is on an SSD.

I don't know how to print out my modlist, so the best I can do is post my BOSS report.

I have other essentials such as: Blockhead, Moreheap, OSR, 4gb patch, TES4LODGen, Enginebugfixes, nvac.dll.

 

I have all graphics set to their maximum, using Bloom and 8x anti-aliasing. It runs at 60fps all the time, except when there are a half dozen or more actors on screen at once, then it'll dip to 50. I do not have RAEVWD used because it destroys my FPS outside, and I'm already having enough problems outdoors as it is.

 

Does anyone have any ideas? I want to play this game again, but I can't really enjoy it when I CTD so much. Please help. Thank you.
