Basically the only thing you can do is ask the mod author to put this mod on Bethesda's website, or just ask him if you can do it.

Otherwise it would be considered as stealing, and stealing mods has been a big issue on console mods websites.

 

And if you ask, I don't know how to get PC mod files compatible with Xbox system.

Your best bet would be to post your request here, but don't count on that, because it is what Yonneex said it is up to the mod author to decide whether your mod request is approved or rejected.
