Undead creatures are frozen in a T pose

Hello. So normally this happens for me when I forget to run GenerateFNIS, but this time it was normal. It started when I fast traveled to Solstheim and entered the Temple in Raven Rock. I tried going back to Skyrim and it was the same; only Undead are frozen. I tried an older save but had the same result. How do I fix this?

These are my system specs:

• Intel core i3-2120 cpu @ 3.30 GHZ
• 8 GB RAM
• Windows 7, 64-bit

I have tried uninstalling and reinstalling all mods, running the game without mods, also tried running without some mods that could have made this issue (mods that I installed the last few days) still no clue what could be the problem. Really appreciate help.
