Getting low FPS despite having a good PC.

Heya. I'm getting 45~fps while using thease mods. I feel like this is illogical and that i should be getting better FPS It's unplayable at certain points. Further details below.

 

Skyrim HD - 2K Textures

 

Enhanced lights and FX (+enhancer, exterior as well as the weather plugin.)

 

Graphics card: Nvidia GeForce 960

Processor: Intel Core i5-4690K CPU @3.50GHz 350GHz.

Ram Memory: 8.00 GB.

 

I have 10,9 GB of free space on my SSD. (99,7 total)
