Building settlements in creation kit

So I'm wanting to do a more raider heavy playthrough where I head to nuka world early on.

But doing so means there's not much in the way of settlements for me to well raid.

 

To combat this problem I've decided to put together a mod that makes all the settlements prebuilt for me (and is compatible with the Horizon rebalance mod)

 

Is there anything I need to be especially worried about on this front?

What sort of things do I need to be looking out for when building up a settlement in creation kit?

Is there a guide for how to do this?

I'm also curious about this.

What you can do if you want to test out existing settlements you made on higher level save you can use Transfer Settlements. But if you already have a good idea of what you want in the settlement then I'd say CK settlement is the next step. I'm hoping to do this as well but I'm also looking into learning 3D modeling. Lots of stuff to learn.

 

Challenge level seemed to be pretty good using UCO NPC guards(given legendary weapons), Robot Defense assaultrons/sentry bots, PTRS AMR's turrets, and some quick legendary PA guards I made who are based on BOS Star Paladins but with customized Minutemen T45 PA which has X-01 stats and super durability. I didn't place settlers since they disappear when you raid it and get replaced by Level 1 Militiamen. I gave the minutemen PA guards Explosive Combat Shotguns and the other guards Never-Ending Handmade Rifles.

 

Is there anything I need to be especially worried about on this front?

There is in fact something to note here if you are wanting to potentially share anything related to this. Avoid using a mod as a resource if it's been taken down. I had a pretty good settlement going with Snap N Build but the mod has been taken down by the author and no permissions have been given for the mod. Therefore I would not be allowed to share the settlement. So I've deleted it and will start over using other mods like Homemaker and Master Plan instead. Thankfully there's no shortage of great building sets on Nexus!

So wait when you raid a settlement its people get replaced?

That's in the Nuka World raiding quest yes.

 

They got replaced by level 1 Militiamen with pipe rifles and like no armor. At least I'm pretty sure they were level 1, they died instantly when hit even by the raiders who join you(whom I think might be leveled but have basic weapons like Short Handmade Rifle or Short Combat Rifle).

 

That sucks.

I know right? First time I tried I'd set up all my settlers with Ballistic Weave & legendary weapons.

Well my enthusiasm on this project just died a sudden and painful death

You can get around this to an extent. Place NPC guards from USO or Robot Home Defense, these don't get replaced. Add some custom NPCs through CK, I made PA guards since I think enemies with PA should be a bit tougher and their armor shouldn't all quickly break in combat.

 

Also what I was thinking I'd do if I did this in CK is just make it an initially hostile settlement rather than using NW quest. Maybe make little plugins where raiders or whoever had taken over the settlements.

 

Maybe on a new game when you go to say Abernathy Farm there's Gunners controlling the settlement complete with Sentry Bots, Assaultrons and high tech turrets.
