Random Falmer attacks?

Ok, I've got an odd thing going on. I've just started downloading mods and am testing them. So far, I have the following BOSS order:

 

Skyrim.esm

Update.esm

Weapons and Armor Fixes.esp

Weapons and Armor Fixes - Hacks.esp

Auto Unequip Arrows.esp

Better Dynamic Snow.esp

Smithing Perks Overhaul - Balanced.esp

 

Plus: SkyUI, A Quality World Map w/ Hold Borders All Roads, Realistic Smoke and Embers, and Enhanced Distant Terrain.

 

Ok, so none of these mods should add random encounters. Yet, suddenly about every other fast travel I encounter random mobs of Falmers... one set in Winterhold, then a little later at Azura shrine with a party of necromancers fighting them. What is going on? Does one of these mods secretly add Falmer mobs? Or is this some part of the actual game, where the Falmers come after me? I recently went into a Dwemer ruin to retrieve a crystal for Meridia quest near Solitude... maybe this is part of the Vanilla game, and a coincidence I decided to mod at the same point?

 

I have downloaded, but not activated or installed, WiS. Does downloading it automatically install random encounters?

 

Any help appreciated.

It couldn't, if you didn't put any of the files in the correct folders, which would basically be installing it, which you said you didn't do, so...

No, WiS couldn't do that under the circumstances.

 

I heard about a bug that made bandits swarm the bride during a wedding, and another instance of the same one that made spiders and draugr swarm Whiterun randomly. It could just be a bug, possibly one that's caused by an unrelated mod, or possibly one that simply happened without a mod causing it.

Hmm... so it isn't just Falmer. Also got undead... and they did spawn in Whiterun. Thus I'm getting randome spawns in towns. Only happens when I fast travel. Very odd.

 

Thanks for your input. Does anyone know how to edit the spawn control?
