Sacrosanct will not work no matter what I try...

Alright so I've tried every version of skyrim I own, legendary edition, special, and ofcourse the normal version. It doesn't seem to matter even if I just have the basics like skse and SkyUi5 or a bunch of stuff, as soon as I put it in and try to run the game from the skse executable the console comes up as it preparies to launch the game and then just nothing. It continues to do this untill I remove Sacrosanct completely. simply turning off sancrosanct doesn't work which is odd as it shouldn't even be active when not checked. No instead I have to completely remove it for my game to run again.

I've tried everything from clean installs to making this list below and testing each mod one by one. Loot says nothing's wrong with my load order etc.. I just dnt get it, even Better Vampire causes this same issue, fangs and Eyes mod does it as well... Any thing that touches my Vampire assets in any of my version instantly causes this untill the BSA's and other assets of said Vampire mod have been completely removed.

Here is a list of the mods I generally run. Although it doesn't seem to matter if these are in or not.... These are NOT in the order that they load but rather the order I installed them.

While we're at it why is it no matter wth I do my HDT chests deflate when I jump or if some one dies or sits down they deform. I've followed every tutorial on this and they still do it... I'm NOT new to modding the TES games. But these two thing's just elude me as to wtf is wrong with them. As far as the breasts go even NFIS makes NO difference.
