SKSE Flickering (HELP)

I've ONLY got SKSE installed. Installed it to a T according to Michael's tutorial from the Gamer Poets. To the letter. This isn't my first time modding but I wanted to get a cleaner and more educated mod setup so I decided to follow his tutorial and start completely over.

Once I've got SKSE in the Skyrim Folder, when I launch from SKSE, the main menu flickers with a blue hue to it. Nothing else seems to be problematic, just that intense flickering. When I run TESV vanilla, there are no issues. I've reinstalled SKSE, made sure I got the latest and NON SSE version (I'm playing Oldrim). I just don't know what the issue could be. My 2 GTX 980's are running with V-sync on. I definitely don't have any memory bottlenecks or overheating issues. I've got the latest drivers from NVIDIA.

Has anyone else run into this problem? It's got to be something obvious I'm just over looking. I've modded Skyrim, Fallout 4, Sims 4, Witcher 3, a million times over and I think I remember seeing this issue when I was a noob modding Skyrim 3 years ago, but I can't remember. I've obviously searched all over google and no one seems to have the exact same issue as I do.

I will not proceed with modding until I get this resolved, and I'm so thick headed that I'm going to stay awake all night until I get it resolved, even though I have work tomorrow. Any help would be massively appreciated.

Running on 1 TB SSD with only Skyrim

3 Monitors (Not using Triple in game though), all top of the line.

This bug still exist in newer SKSE versions... Launch game - black screen with soundtrack playing, windows task bar flickering

 

somewhat workaround: spamming Escape key during bethesda loading screen helps
