Actor Lighting

I don't know if it's just me, it may be, but there's a massive difference between scene and actor lighting.

 

Just because my characters face is partially blocked by hair doesn't mean it's pitch black.

 

 

I've tried everything I can think of, googled for 6 hours and even fooled around with ENB (I'm not a shader nut so that's a little beyond me), I CANNOT find a way to either increase the ambient lighting applied to (N)PCs or to disable lighting on them all together.

 

What I'm asking for is the Skyrim equivalent to the old CounterStrike/HL "lambert" commands that could increase or decrease the lighting applied to models.

I honestly don't care how it's accomplished, enb, console commands, inis, anything else you can think of, as long as they're not so dark :'(

 

Any help or input is greatly appreciated as I haven't been able to really play as seeing the shadows immediately destroys the immersion
