NPCs walking walk into thin air

I created a new Shack for NV using the Coyote Mine House as the base. Its got a new ID and I deleted everything even the navmesh as the layout would be completely different and started outfitting from scratch.

One only problem is NPCs walking down the stairs can just walk into thin air as if the shack was all one level and the stairs didn’t exist.

The Navmesh looks fine to me and the NPCs go up the stairs without any problem but when they come down it seems a 50/50 chance that they will just walk into the air. Am I doing anything wrong?

Is there something different about NV navmesh’s?

Can someone Please help?

I thank you for your offer of help.

It’s some time since I posted my request for help and have completely removed the Mesh in preparation to starting it again.

This time I will mesh the ground floor first then move up the stairs and finish the top floor and hopefully whatever happened during my first placement won’t happen again.

I did notice in my attempts to get this working that making the stairs Mesh section preferred did reduce the chance of NPC taking stroll off the top step into the air but didn’t solve the problem.
