Lower FPS over playtime

I'm not saying it's "useless", but rather that it is pushing beyond the designed limits of the game and you should expect possible problems. When they occur, using smaller image sizes at that display resolution is one possible solution. Give 2K texture (2048x2048) images a try.

The ENB "ReservedMemorySizeMb=" can go up to 1024, but you should set it to the minimum needed to eliminate issues. The other is at the listed maximum, but that might have changed since the Win10 "Fall Creators Update" which was supposed to become available on the 17th and is supposed to fix that DX limit to the amount of VRAM that can be used.

It's a complex issue and difficult to get clear answers regarding the interaction between image size and screen resolution. But in general it's clear: the larger the image size, the more texture detail visible at a given screen resolution but the more memory that is required (a non-linear increase) and the greater the stress on the video system. At some point you always run into "diminishing returns" as hardware capabilities exceed design.
