what is causing this bug?

You have reached the texture mod limit either you merge some texture mods(be careful at merging tho some mods are incompatible) or delete thing you dont use that much.

 

Keep in mind that mods that you put in dlc folder can also contribute to texture limit.

 

Thing that i would delete in your mod, if you're too lazy to merge via trial and error
