Major stutter making game unplayable

I bought Fallout 4 GOTY for half price this weekend excited to finally mod fallout 4 (had it on PS4 before). After i downloaded it i checked to see if was working. It was running smoothly so I thought that I'd go and get some mods so I installed f4se, sugar bloom enb/reshade, cbbe, unofficial fallout 4 patch, ojo bueno texture pack, star wars TIE-fighter pipboy, retextured chems, THbrows, detailed feral ghouls, CC realistic stars, cotton candy hair colors, vivid fallout all in one, enhanced lights and fx, retextured super mutants, deep spiritual eyes, Azar ponytails and commonwealth cuts. I then loaded into fallout only for it to crash instantly. This continued every time so I uninstalled all the mods. Still crashed every time. I only solved it through this video. If you intend to listen to it grab some headphones and turn the volume to high as the audio is terribly soft.

This stopped it from crashing but now my game runs terribly. It looks like it's stuttering horribly like 3 frames a second. I have tried nearly all the advice I could find on the internet so thought I would submit my question and see if I'd get any help.

It would be much appreciated if anyone can solve this problem.

 

My computer is the inspiron 15 7567

specs

7th gen i7 7700HQ quad core (6MB Cache up to 3.8GHz)

Windows 10

16GB, DDR4 up to 32GB

256GB SSD + 1TB 5400rpm Hard Drive

NVIDIA Geforce GTX 1050 Ti 4GB GDDR5 graphics memory

 

I think it can handle fallout. My mate has the same laptop only with a TN panel and runs the game smoothly. I also play overwatch and SWBT2 on ultra with 70 FPS so i think my computer can handle Fallout 4 but if my specs aren't good enough just tell me.

First: Your computer is fine, no worriers there. Dont let others tell you otherwise. (but dont install FO4 on your 1TB Harddrive, it will run for sure, but with only 5400rpm loading times would be huge)

Try the recommended settings from the creator, and from there on, play with it, until it suits your needs. And yes, use that tool also as launcher. The default FO4-Launcher is crap as hell.

And before using reshade and co, you should get your game running smoothly. Reshade can have a big impact.

Thanks for the advice unfortunately it seems to have gotten worse. Whenever i try to start a new game it can't get past the steam. Before it could but it was extremely laggy and uncontrollable. Do you have any recommended options for the config menu or any other advice.

Unfortunatle everthing i would say, can work, but dont have to. Fallouts engine is so badly optimized for PC, a tweak works fine on one computer, and on the other it makes things worse.

So, everone who claims to have the one solution fixing it all, lies. Maybe not intentionally, but nevertheless. If its not running well, you have to experiment all by yourself. Sorry to tell.
