Selecting Skills first for more Roleplaying feel

What if Fallout / Skyrim allowed a player to select the skill first and then choose a target/item/area and then see if the skill succeeds and what the outcome would be?

 

For example - press an assigned key and a quick selection of skills pops up on screen. Scroll through and select a skill (or multiples/stacking them or choosing them in a set order). For instance, select sneak. Then move your character in game up behind an npc. If your character succeeds initially you see a reaction or lack of one with maybe a notification window indicating success/failure. Then select pick pocket/ or similar. See if that fails/succeeds, etc.

 

What if also you could use skills in scenarios that you normally couldn't under the "activate button" only world interaction the game gives you currently? Want to utilize a medicine skill to poison a bottle of water in an npc's backpack? How could you do that in the current game system?

 

I think adding these elements to the foreground rather than happening behind the scenes, while it may slow game play, might add that element of being a roleplaying game to the series rather than it being an action game with some roleplaying elements.
