A total rebalance of combat

So i was watching a new series on FO4 Frost on YT, and what peaked my interest was that the youtber said something about guns, basically ammo and weapons are way scarcer, most enemies wield melee weapons, but in contrast a single bullet to the head is always fatal. I wonder if there is something similar for FO3, or if someone would be willing to try and make it. Here is the gist of it, anyone not wearing power armor is dead from a single shot in the head, and shot in the body is really devastating too, anyone in power armor is impervious to anything not laser or plasma based, or heavy explosives. Home made stuff is untouched so you have a reason to actually use it (atm for me it is basically just novelty that gets me to use this stuff). BoS and Enclave are also left alone so they won´t be such pushovers,they have all their advanced stuff since that´s more or less their shtick. The effect of this is that you won´t be able to progress the main storyline straight out of Vault 101 because you will be wrecked by Enclave soldiers, of course once you are in fact strong enough to take them on... Anyway back to point, most of the wastelanders would be armed with clubs, lead pipes and nail boards, some may wield homemade weapons like railway rifles, only very rarely would you run into someone wielding an actual gun, and when that happens it would be a big OMFG moment because you can be taken out just as easily with a bullet in the head. You still get a gun and some bullets in the vault but you should save those up because you aint getting any more any time soon. How bout that.
