Can trees and shrubs not be rotated?That's exactly it. they can't be rotated. This is so that they can make use of billboards and various other things for rendering them in the distance. As the trees aren't actually .nif files, you can't even redefine them as statics. If you need a tree that looks a certain way, you pretty much have to make it from scratch.
