Official Fallout 4 texture pack DLC problems, not turning off?

I downloaded the official fallout 4 texture pack DLC and noticed that the .esp was turned off by default in the Nexus Mod Manager. The strange thing though was that no matter if I had the .esp ticked or not in the manager it would still use the high textures. The only way to not use the textures was to uninstall this completely.

 

Why was the textures not turned off when unchecking the .esp in Nexus?

 

Also on a sidenote, it was really strange because I had stable 60fps in the game, but the game still stuttered like crazy with the texture mod installed. Only way to solve it was to uninstall it. I don't get it though since the game showed stable 60fps even when stuttering.

The only way I got rid of them is to uncheck it in Steam before I redownloaded. Unchecking it on a running game in Steam or NMM does nothing. It would help if Fallout's problems weren't such a moving target. Got rid of my long load screens by letting the game run unlimited fps. Have a GSYNC monitor. The so called physics problems do not happen ever.

Yes me to, but that uninstalled them. But I thought that you can diactivate or activate mods normally by just unckecking or checking the .esp in Mod Manager? Or have I been mistaken?

Mods can be deactivated in whatever mod manager you use. As far as I know game files can't, they are not made the same even if they do similar things. Can't speak about other games since this is the only time I felt the need to get rid of something. Maybe someone else with more knowledge can explain. I just play and screw around until it works right.
