LE Fast recharge of weapons

I realize there is a mod to keep weapons fully charged, however I haven't been able to find one that does the following:

 

Automatically charges your weapon when it gets to 25% charge OR lets you hotkey the charge weapon spell so you simply have to press one button to instantly charge your equipped weapon (possibly 2 buttons, 1 for left and 1 for right)

 

The player would be able to set the largest type of soul-gem to be used to charge up the weapon so that they don't use up all their grand soul-gems on a low level weapon.

 

I started to try and do this, but my knowledge of scripting is pitifully small and I couldn't even figure out how to get the percentage of equipped weapon charge as opposed to the specific number.

thanks for the reply, I like that, but I'd like to keep the functionality of soulgem charging, while avoiding the hassle of three menus every time I want to charge my weapon.
