Infinite Load Screen when running mods

Edit: I am apparently an idiot, I forgot to install HudFramework with transfer settlements.

 

When I attempt to start a new game with mods enabled the game just stays on the main menu and will not progress. I have properly set up fallout4custom.ini and have sorted with LOOT. In my attempts to troubleshoot I have opened the mods in FO4Edit and filtered for mod conflict losers, but I am by no means an expert and am not sure which conflicts are game breaking. What strikes me as odd is that I have successfully run these mods in Mod Organizer, but they don't seem to work with NMM. My next step is to enable mods one by one until I find the culprit, but anyone who can point me in the right direction would be appreciated. Also all mods are running the most recent release version. Thanks in advance.
