One annoying thing in an Oblivion World

Now, I don't know if it's a bug or something else, but it sures gets to my nerves.

You know, there's the plane where you climb either Anguish or Sorrow Keep to extend the bridge, then climb down the other to extend the bridge to the main tower.

Now, here's my problem. I climb Anguish Keep. Kill every Daedra in the way. Get to the Anguis Shrine. Release lock. I want to cross the bridge to the Sorrow Keep, but that damned bridge is STILL RETRACTED! Now what?!

I have absolutely no wish to climb up all the way in the SK, too, and even though once i the past I've trasversed the lava to get to the main keep, I'd like to do it in the supposed way now. Any suggestions?

(Fun thing is, I've tried running up all the way w/o killing anything, and the the bridge WAS extended...)

EDIT: I've found a solution; it seems that the character MUST go out between the 1st and 2nd level of the secondary keep and see that the bridge to the Main Keep is retracted in odred to make the bridges work.
