waterfall graphics glitch

i recently got into skyrim once again after some time playing other games, all this because of this wonderful site with all the awesome mods, long story short, i downloaded some mods and started from scratch.

right after completing the beginning of the game, and entereing the forrest/mountain, area after the initial cave, i get to the guardian stones and the waterfalls following the lake beneith,

when looking at these from semi close up, to close up, and even standing in the lake itself strange white lines glitches starts popping up and dissapearing again over and over, in a flicking way. changing from lines, to big white spots to even what seems the be an "extra" spray of the waterfall just 5m to far out

ive now tried reinstalling the game several times totally cleaning the, The Elder Scrolls folder, updating directx, updating my graphics card driver (which only resultet in getting the square glitch, this i already fixed though) ive also tried 2 diffrent "water" mods (realistic water) and (pure water) mod and no change (other than the water looking better ofcourse)

ive also tried every graphics setting there is to no awail

my rig is capable of running all current games on best graphics and have 2 ATI Radeon HD 5970 graphic cards

 

i am sincerely at my wits end here, and im almost 100% certain that this glitch was not there before the break from skyrim.

 

"update" the graphivs glitch seems to occur everytime there is steam, dust or smoke with huge blotches of diffrent colours etc, lines and stuff like that"
