Charge time reduction

Id like a mod that alters Wyrmkings ring to reduce charge time of all skills not just spells by 100% if at all possible.

 

I found one that reduced charge time of spells by variable amounts with the articulacy augment but i primarily want it for warrior skills.

The reason for the Wyrmking ring is to make it so enemies dont have this aswell, as the articulacy mod grants enemies the same buff if theyre equipped with it.
