We shall fill the legion prisons to overflowing with minor offenders and employ the royal navy to track skooma smugglers, though we will only allow them to intercept a small number of said individuals. Also, we will slash crown-supported treatment programs and brand skooma addicts as serious criminals, not as individuals who are suffering from a treatable disease. Let the War on Skooma begin!!
