Skyrim with no mods crashing

I need help! I have Skyrim and it crashes after clicking new game. No mods are installed. I have watched a few troubleshooting google videos and nothing seems to help. Any one else have this issue and have way of fixing it? No duplicate Skyrim.esm, not a audio problem, and verified integrity of the game. I am trying to start a new game, so it is not a save game issue. All mods are unticked. I have tried loading with unofficial patches, still doesn't work. I have done a uninstall and reinstall of the game. Restarted the computer. NOTHING SEEMS TO WORK? My game is in program files (x86), and was purchased through Steam, I have all 3 DLC, plus High Resolution Texture Pack. I have the latest version of SKSE. Using my Phillips TV as the monitor/audio if that matters.

First, back up and delete Skyrim.ini and SkyrimPrefs.ini from your Documents\My Games\Skyrim folder. If you're using MO, then backup/delete the ones in your Mod Organizer\profiles\profilename folder instead. Then run SkyrimLauncher.exe and it will re-detect your video card. After that, you can try running skse_loader.

You can also try updating DirectX, but doubt that's it because you can get to the menu.

If none of that works, you can Make Skyrim Vanilla Again. Verifying file integrity doesn't clear out files that don't come with the game.
