You can buy rings, 20%, 40%, 60% or 80% stronger (depending on your level when you go) from Faralda at the College, or steal from Drelas Cottage. There's also an end-game treasure that contains armor, which will make your spells like 500% stronger, if worn all together. If you want the armor sooner, there's a section of text on the description page, that you'll have to highlight, which tells you where it is.
