Movement Penalty

The player and NPC were supposed to get movement speed penalty when they draw their swords right?

Well in my game, it seems the movement speed when you lower your weapons stay the same when weapon are drawn. (sorry for my horrid english)

 

Here is my loadorder, although i've checked thoroughly the mods aren't the ones who's causing the thing.

I did however do some stability tweaking which involves enboost. Also i have the crash fixes and bug fixes mod.
