Whiterun Is Empty!

I've recently restarted playing Skyrim, and I'm loving it on my new computer, but I've run into a problem with Whiterun: there are NO NPCs!

 

I first noticed when I was walking through the Garden District, and didn't hear Heimskr ranting about Talos. I went to the market, and there was no one there, except for maybe the guards.

This was an eternity ago, but I just ran into a similar problem and found a fix, so I thought I'd post to help other people who might arrive here while searching for a solution.

In my case, it was because of the mod "Run for your lives". I guess it made the people run inside, and then got stuck in that state somehow. Anyway, I disabled this mod and launched the game, and everything was back to normal. Then I re-enabled the mod, and it's still fine.

 

Someone else seemed to have had a similar issue with "when vampires attack", but if I think those two mods have since been merged into a single one anyway.
