Word Wall doesn't Glow or give Word of Power? Help Please

So looks like I forgot some system information ... sorry about that...

This PC > Windows © > Games > SteamApps > Common >Skyrim (other games/ game related “folders” in this section: Skyrim Special Edition, Skyrim Mods, Quest Modules) >I have “MOSRLE” (stands for Mod Organizer Skyrim Legendary Edition), vcredist, tes5edit, skyrim, paprus compiler, logs, lex, dotnetfx, directx10, data, backup and other individual files.

 

OKay I have no idea what I did wrong...I started a new game last night, River wood, Yarl in Whiterun, Quest straight to Bleak falls Burrow... I normally wait till around level 20-30 before heading into that quest... but this time wanted to follow the Main Quest as closely as possible -since I've never done that... usually ... nope sorry... anyway staying on topic. I was walking up to the Word Wall in Bleakfalls Burrow... I hear the singing or chanting like you're suppose to ... buuut.. no glowing scrip... Sound effect a Yea! ... Glowing Words and power swish heading to character a big fat Nope. Help please! I've tried deactivating Everything ... literally every single mod that I added I've deactivated in order to see what was causing the issue....

 

I'm not far along that I can't just go ahead an restart ... however I don't want the same thing to happen again. so if some can help me figure out what mod or comination of load order or mod(s) has sparked this... that would be like the best awesome sauce ever!
