Dragonborne DLC Miraak Bug

I got another bug in this wonderful game.

Since I'm unable to play the Main Story (See: https://forums.nexusmods.com/index.php?/topic/6149518-cant-start-the-quest-diplomatic-immunity/), I wanted to play the dragonborne DLC.

But Miraak don't shout at me in the quest: The temple of Miraak.

Maybe someone can help me on this bug.

 

I'm using +150 mods, but none of them change something at solstheim or the main quests. I have SKSE, the newest version and I'm using NMM.
