Tigrah2k
I ran into this after starting to use mods with Fallout 4... I'm not certain which mod(s) or why, but for whatever reason the elevator and gate are not there, while the collision for them is still working. http://i50.photobucket.com/albums/f305/Jeremiah_Bailiff/FO4%20missing%20Objects_zpshdz8i2er.png
MissingMeshTV
You most likely have a mod that makes an edit to that cell that is causing this. You can either disable your mods one at a time (or in small batches of 2 or 3) to try track down the mod causing this. Possible you have multiple mods conflicting but since you didn't post your load order we can only offer suggestions. A faster way would be to open all your mods in FO4Edit to find which one(s) makes an edit to the cell. Then you can deactivate the mod(s) in question to test. For testing I suggest using a clean save or COCing into the cell from the main menu. Using a save that has this problem baked into it could potentially cause the problem to persist even after the problem mod has been disabled. Once you narrow down which mod is causing this, you can try adjusting your load order to try and resolve it. You might also check the mod page to see if others are having the same issue. You might also let the mod author know if it looks like this hasn't been already reported. It very possible the author made an unintended without being aware and didn't clean the file before publishing. If you run into a situation where a mod makes an edit to a cell that has nothing to do with the mod, very possible it is an unintended edit. You can easily remove that kind of thing yourself in FO4Edit as long as you can be sure you won't break the mod by doing so (ie: being 100% sure it is a "dirty"/unintentional edit).
