Pip Boy won't open after as soon as I reach level 30

pressing the tab key as soon as I get enough xp for level 30 won't bring up the pip boy, the f1, f2 and f3 keys work, changing the key does not help, the new key won't work either, enableplayercontrols does not fix it, loading the save does not fix it and if I load a bugged save then load a previous save the problem will be present in that save until I exit and open the game again, this is a really strange bug and I was wondering if someone could help me.

Hey Dem, I'm having exactly the same issue. Did you solve it in the end?

 

Edit: Seems to be caused by Traits.esm

 

Disabling it caused the problem to go away.
