View Distance Lag--low FPS

So I've been playing at about 1-5 fps (obviously unplayable) after installing a short list of mods (mainly texture mods by Tyddy, meshes, convenience tweaks such as faster run, always attack, etc).

(NMM won't let me install or even load MGSO because I'm on a 32bit system which is... unreasonable to say the least.)

I've set draw distance at max 30 in MGE because I couldn't even hit 30 fps. I'm still not even hitting 10 fps most of the time. I've tried FPS Optimizer as well, but still not getting anywhere. So now I'm still at 1-5 fps and can't even look at the house in front of me.

What can I do to set draw distance at a reasonable level and still reach at least 20-30 fps? (Keep in mind I'm on a 1GB ram, don't judge me please, it's the only thing I have at the moment since my 4GB laptop got busted.)

Thanks in advance!

edit:Setting ompatibility mode in XP helped for about 60 seconds or so. Closed all unnecessary background programs. CPU usage is at about 70%, physical mempty at 80%. Disabled shacks, docks, and ships retextured and it helped in Seyda Neen at least. Fps is 15-20 but still short af draw distance. I know the texture mods are the biggest culprit here, but I would really rather avoid disabling them all if I can. Thanks again in advance.

editx2:just did a fresh new reinstall and installed the visual pack combined mod. The textures are so beautiful and I'm experiencing very little lag and getting 20-30 fps with excellent draw distance. (Tyddy's mods were beautiful as well, but i suspect they were almost as demanding as MGSO or other graphics/texture mods) I'm not entirely sure if anyone has even viewed this post, but this is a solution if anyone is having the same issues. Life is good again
