I figured, if there was going to be an official Imperial presence, it would probably be in Raven Rock, so I put a new house on one of the destroyed foundations. One problem. I'm using a Raven Rock expansion mod, in a long-term playthrough, so I can't test without a conflict. If you'd be willing to test for me, I'll make arrangements to get it over to you. Right now, it's one house, 6 soldiers, who guard the inside and outside of the door,. and man the desk, while the others sleep or eat.
