I was just relaying the information that the ones who were experiencing this issue gave and the solution that they said fixed it. Obviously, if it doesn't fix the problem then there is something else causing it but from previous posts this would be a good place to start. I said IF he was already using ENB that is one way it could be done. Of course there are other ways to turn on vsync. Nowhere did I say go install ENB to use vsync. That may not be the solution anyway but at least I am making an attempt to help rather than making sarcastic comments. It doesn't really matter how you enable vsync whether through the video card, ini, enb ini, whatever. It still accomplishes the same thing.
