Can't talk to anyone in Solitude

For some reason, I can't talk to anyone in Solitude normally. Like I can go up to them and press E, and they'll talk back, but all anyone is saying is "What do you need?" "Need something?" without any dialogue actually happening, like how you can't choose what to say to guards and they just reply back with simple replies. This is happening with everyone in Solitude, including shop owners, so I can't even buy any items. On this new character it's the first time going to Solitude, if that helps any. Here is my mod list, all mods were downloaded from Nexus:

I attached a screenshot which kinda shows what I'm talking about. If it helps, I'm also on the Dawnguard DLC, I just got Serana out of the cave but I wanted to stop by Solitude to rid myself of some weight by selling.

Is everyone in town hiding out indoors? It could be that When Vampires Attack (or Run For Your Lives, but I've never seen dragon attacks in Solitude) has triggered and gotten stuck. First, check to make sure there are no vampires around that may have gotten stuck in a corner or something. Otherwise, it could be a conflict with another mod. Have you sorted your load order with LOOT?

 

You could also try updating to the latest version of Run For Your Lives. With version 3.0, When Vampires Attack has been merged into it so you only need the one.

 

If it is this issue, then Arthmoor might be able to help by analyzing your Papyrus log (since it's actually a script issue) on the Run For Your Lives posts section. He says that it sometimes conflicts with Wet and Cold, but you don't seem to be using that mod. Have you removed any mods during this playthrough?

No, I've only added some mods. Any time I remove or add a mod, I start a new game to usually avoid any problems. But this problem happened even after I made a new character to test out if I just had to start a new game. Thing is, my game used to work completely fine with the mods I have (run for your lives and when vampire attacks included), but after installing a few more, the problem began happening. I tried disabling those mods, but the problem persisted. Maybe it's because I have to start a new game without those mods as I tried within the same playthrough. I tried sorting within Mod Organizer itself, but if I have to use LOOT I'll try that

Thanks, I'll try disabling some mods and see if that helps with anything. I'll update you on what happens, whether mod disabling fixes it or not. Will also try LOOT

So LOOT didn't solve the problem. I tested every city out, and now it's happening to Falkreath as well. Just Falkreath and Solitude now. Will try disabling mods soon
