The thing is that half the state is in ruins and the government isn't quite able to help everyone. Punks and escaped convicts roam the countryside, supplies are running low.

Your personal fun times begin once you set out to brave this oh-so-cruel world with a singlebarrel shotgun, twenty shells, weekly suppllies of food and water and every pill bottle and syringe you could find in your first aid kit.
