Two Identical Spells

Well, I've been getting this problem where my character is gaining two spells instead of one, however this seems to only occur with Unrelenting Force and Dread Cloak. I'm not sure what the problem is, however one of the Unrelenting Force spell has 10s cool down while the other has 15s, I assume this is caused by the Shout Cool Down mod which reduces shout cool downs, but I tried deactivating it, the result was still two Unrelenting Force with 15s cool down.
