Grospolina
Hmm, hard to tell. I don't know if your landscape overhaul mods affect the water or not. I don't see anything really bad, but I'm a little worried about how you're combining Climates of Tamriel with the Weather Patch and then using Vividian (with CoT patch) on top of that. How does it look if you turn off ENB? Press Shift+F12 to switch off the visual effects. RealVision ENB doesn't have support for multiple weathers, so it shouldn't matter what the weather is. Only the time of day will affect it. You can forget what I said about the Weather pane. By the way, TreesHD doesn't look too great when combined with Skyrim Flora Overhaul. The tree trunks don't match the rest of the tree sometimes.

Grospolina
You might be missing some effects. Try disabling your GPU/FPS meter. ENB doesn't get along with those. Here's what it looks like for me: https://imgur.com/a/iP1pt The first shot is with RealVision ENB. It's not the exact same area, but it's the same rocky mesh. I disabled the mist effect coming off the waterfall to show it better. I'm using Realistic Waters Two, but I have Relighting Skyrim and ELE instead of ELFX. As you can see, that mesh is pretty bright. The second shot shows the same thing but with Rudy ENB. Clearly not as saturated as RealVision, but the transition is smoother.
