Leaving Haven's gates causes everyone to disappear

I am having the problem where it seems that every time i go out to that area outside the gate ALL the NPCs disappear. Cassandra Cullen Varric Solas even Threnn and everyone. All the interactable ones I should say. Including the ENTIRE blacksmith area, not just the smith but the equipment and avils and banner.. EVERYTHING. Just have one or two non interactive npcs standing around.

 

And then if I leave for the Hinterlands and try to come back I just get a permenant load screen. It's like that area is completely bugged and I can't figure out which mod might be doing it.

 

I've tried uninstalling and reinstalling different mods but I still don't know which one it could be so if anyone has any idea what could be causing this PLEASE LET ME KNOW

Just wanted to chime in on this. I had a similar problem. Upon reaching the gates of Haven (exiting to go to the training yard or the blacksmith) the character would freeze in place and the game would be unresponsive, forcing me to close it with the Task Manager. Seeing this thread, I removed the mod "Iron Bull Body Vitaar" (I used the version with the piercings) and this problem went away. So, it would seem that particular mod has a conflict, at least in Haven, either with loading of textures or with another mod. (As far as textures go I also use Dark Knight Cullen (Red, and DA2 beard with one scar) and Blackwall Mohawk and Bareface (from Warden of the North mod) - since Cullen, Iron Bull, and Blackwall all appear in the area outside Haven, it's possible that the Iron Bull mod by itself doesn't cause the issue, but only with the others, as well. In any case, disabling the Iron Bull mod in the manager and rebuilding the patch solved the problem.
