I kinda messed up, halp please.

Right, first off, I have no idea what would appropriate title name for this topic would be, but I did mess up and I need help.

Let's start with a TLDR:
I changed the graphics settings in launcher, started up the game through SKSE and it messed up my FPS. Is there a way to revert the changes made by changing the graphic settings, other than reinstalling the mods?

Backstory:
Okay, so, I recently started a new playthrough, and everything was working A-okay, except for an annoying archery bug, where arrows would just fly through their targets. I've googled it relentlessly, and apparently, the solution should be to tweak the skyrim.ini, and add a few lines, one of them being [Actor] /n fVisibleNavmeshMoveDist=14000.0000. It did not fix the problem. I did however add a few other lines, arrowmovetip and such, so the arrows would shoot where the crosshair points, and that worked, so that left me confused as to why the first line didn't work. I tried a bunch of other setups, with different numbers and different positions, and it didn't work.
That bug, where arrows would fly straight through the targets, has never happened to me before, I used to play with 200+ plugins and an ENB setup, but before starting this new playthrough I had completely deleted all the mods and reinstalled the game, clean start, with 91 plugins and NO ENB. I know that previously, ENB would handle the graphic settings, and that bug with arrows never happened. So I thought of changing the graphic settings in launcher manually, in order to try and fix the bug.
I started up the launcher, clicked ultra on graphic settings, closed it and started the game through SKSE. I had constant 60 FPS prior to that, and I do have a lot of texture replacing mods, as well as lightning and climate overhauls. But now, the FPS is 40 on average, with pretty frequent drops, even below 20. Also, it seems that the game started using some vanilla textures, and replaced the ones from the mods, the flora being the best example. So basically, by changing the graphic settings to ultra, I screwed up the looks of the game and screwed up the FPS. Wonderful. At least the archery bug is fixed.

I'm playing Legendary Edition, all the mods are installed recently, carefully picked for best compability, ESPs are sorted with LOOT, and LOOT is giving all green. I guess my load order isn't relevant since it's not a crash or incompability report, I simply want to know how can I revert my graphic settings back to the state they were before changing them, without reinstalling the mods.
The archery bug will be back, so if anyone experienced that one before, do let me know. I'm playing a 2 handed barbarian, so it's not really a big deal now.
