Just as the title says... actually I'm surprised it hasn't been mad a mod already. Can ANYONE make a mod that unlocks these throne?

You can unlock them if you own the previous two games, which is why there isn't a mod, as most people own all three games.

Legacy Ferelden Throne - Added automatically for players who own Dragon Age: Origins with patch 1.07.
Legacy Kirkwall Throne - Added automatically for players who own Dragon Age II with patch 1.07.

 

I don't even know if it would be possible to unlock with the current mod tools, anyway, as no one has done so with the multi-player dragon decor. In addition, using mods to unlock content in this manner is frowned upon.

Yeah, I knew about how to get them. I even bought, played, and beat the other 2 games a few years back. Unfortunately it's an issue that BioWare never address because the majority of people never got the download due to some type of server issue. Some of us championed burden of contacting Customer Service to get the Thrones. (Here's one example):

...but it was always put off as a developer issue which would be resolved -- we've been trying for over 2 years. Now, CS just says, "figure it out.." lol. It's sad. Especially for completionist like myself.

 

Good to know about the "frowned upon" thing tho. Still relatively new to all this.

You could possibly put the unlocks in a shop.

It's much bigger than that. It is an EA issue that their customer service has said they never solved and are not going to solve it.

 

The good news is that ZorrCrew made a mod (https://www.nexusmods.com/dragonageinquisition/mods/2609) to replace a couple thrones with the Legacy ones. And I've figured out how to add it to a savegame on PS4 using save wizard. other than that, that's pretty much all we can do.
